Governance Lead and Business Analyst

Key Role:

Provide oversight and management of a law enforcement IT portfolio, and the analysis of specific law enforcement software systems. Serve in a highly visible, client-facing role to implement and improve upon governance process within our client's enforcement and removal operations. Execute, and improve on governance board support activities, including acting as liaison with high-level board members, subject matter experts, and all levels of client-staff. Support the initiation of new acquisitions through the need and program planning stages, monitoring existing programs or projects through completion, and ensuring investments in operations and maintenance, including maintaining responsibility of operational effectiveness. Work independently as needed, and collaborate with portfolio to support office and OCIO contacts, and prioritize and manage tasks with little oversight. Apply critical thinking expertise in reviewing client documentation, while briefing to governance boards, working on standard project documents, and providing well-thought out feedback in a professional manner. Elicit, define, and document functional and business requirements, work with system developers, federal client staff, project management team to translate the requirements into system user stories using the Agile software development life cycle (SDLC).

Basic Qualifications:

-Experience with portfolio management

-Experience with acquisition management at the federal level

-Knowledge of development life cycle, project management, or governance

-Ability to interact with clients, and lead on tasks to support overall delivery

-Ability to prioritize tasks across concurrent work streams

-Ability to deal with ambiguity in process and assignments

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience in supporting an Agile SDLC for a large federal government client

-Experience in using the JIRA software management tool

-Experience in working with software developers, and translating technical data into functional requirements

-Knowledge of DHS

-DHS Suitability

-PMP Certified and ITIL v3 Certified, preferred
