Protection and Control (P&C) Compliance Engineer
Perform compliance activities relating to transmission relay loadability for transmission lines and interconnections to generation plants, ensuring system protection is coordinated among operating entities and in compliance of regional & NERC standards. Develop and contribute to system-wide protection standards as a Subject Matter Expert on PRC-025 for the AEP west region. Prepare documents to demonstrate compliance of NERC protection and control standards, PRC-023, FAC-008, and PRC-001, on assigned projects. Perform area coordination studies to analyze line protection on neighboring circuits to prevent mis-trips. Perform P&C line relay settings for new and existing 69kV through 345kV transmission lines in the Southwest Power Pool region and provide support to field services during relay testing and commissioning. Provide guidance to P&C Engineers on scoping of transmission line protection schemes for capital projects and asset renewal or brownfield substation rehabilitation programs and assist the project manager in establishing the construction sequence in an effort to maintain system reliability and to identify the need for temporary line settings. Investigate all line relay misoperations in the assigned region by analyzing fault records to identify root cause and correcting any relay settings errors. Assist & support Transmission reliability group with compliance audits pertaining to P&C activities. Attend and participate in team meetings, quarterly staff meetings, bi-monthly safety meetings and culture initiatives organized by AEP.
MINIMUM REQUIREMENTS :
Bachelor degree in an ABET* accredited electrical engineering program and 5 years of experience in P&C engineering that must include 3 years of the following:
Station protective settings, including autotransformers, circuit breaker control, distribution transformers, motor operated switches and capacitor banks up to 345kV; Line settings for implementation on microprocessor relays, electromechanical relays and solid-state relays for systems up to 345kV. Settings work to include communication aided schemes, step distance, overcurrent, mutually coupled lines and misoperations and event analysis experience; P&C project scope development for projects ranging from 4.16kV to 345kV; P&C project construction and commissioning support for projects ranging from 4.16kV to 345kV; Developing P&C OneLine Diagrams, schematics, wiring and logic diagrams utilizing MicroStation, AutoCAD, or similar software; and Applying PRC-023 and PRC-001 NERC standards.
Alternatively, a master’s degree in an ABET* accredited electrical engineering program and 3 years of experience in P&C engineering as specified above is acceptable.
*ABET - Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology. Non-ABET accredited degrees in electrical engineering must be accompanied by a Professional Engineers (PE) license from any U.S. state or by a master degree or a Ph.D. from a university with an ABET accredited bachelor degree program in electrical engineering.
