Transmission

Position Summary: The Transmission Right of Way (TROW) Agent Senior reports to the TROW Supervisor. Responsible, with minimum, supervision, for the acquisition of land, land rights, licenses, leases, permits, and other documents necessary for the construction, operation and maintenance of electric transmission and/or distribution lines. This position consults with and/or advises the TROW Supervisor, TROW Manager and/or Project Managers on matters pertaining to the policies and procedures governing the acquisition of land and land rights. Responsible for project oversight in reviewing and supervising outside contract agents on TROW Projects to ensure project schedules and project costs, as well as project reporting.

Principal Accountabilities:

  1. Handle complicated negotiations with land owners (or their designees) for the acquisition of rights relative to the construction, reconstruction, enlargement or maintenance of electric transmission and/or distribution facilities and supervise contract agents as required.

  2. Settle complex damage claims with property owners (or their designees) relative to property damage caused or created by AEP during the construction, reconstruction, enlargement, maintenance or removal of transmission and/or distribution facilities.

  3. Search courthouse and other records as may be available to determine present property ownership(s) and the extent of interests therein.

  4. Prepare documents for rights of entry, damage claims, contracts, easements, licenses, leases, permits, options to purchase and other documents as may be necessary to acquire adequate rights for AEP's electric transmission and/or distribution facilities. Ensure that all documents and forms used within the Section are acceptable to the AEP Legal Staff.

  5. Provide functional support to other AEP Business Units in regard to questions and procedures in the acquisition of land and land rights.

  6. Act as an expert witness, assist and confer with legal counsel, asset management and project managers in the selection of witnesses and commissioners in connection with condemnation and/or other court actions involving electric transmission and/or distribution facilities, together with law suits which may result from the construction, operation, maintenance or removal of electric transmission and/or distribution facilities.

  7. Maintain property owner files, maps, drawings, exhibits and detailed progress reports.

  8. Remain knowledgeable in real estate values and accepted real estate appraisal practices; with the advice of the TROW Supervisor, provide real estate values and accepted real estate appraisal practices; advise and assist the TROW Supervisor or TROW Manager in establishing a range of fair market values to be used in the acquisition of land and land rights.

  9. Review vouchers for payments of expenses incurred in the acquisition of land and land rights involving electric transmission and/or distribution facilities such as, but not limited to: contractual obligations for the purchase of options, easements damage claims settlement, attorney fees, outside appraisal services and contractor invoices.

10.- Complete understanding of the TROW estimate & scoping guidelines for TROW Projects.

  1. Develop cost estimates & project schedules for proposed TROW Projects.

  2. Provide leadership and training of personnel, as requested.

  3. Participate in the development of plans establishing measurable goals, objectives, and requirements relative to specific area of responsibility.

Minimum Requirements : Associates’ degree in real estate, business, engineering, or related field. with three to five years of experience, OR, Bachelor's degree in real estate, business, engineering or related field with two years of experience. Experience in one or more of the following areas: business, management, real estate, law, electric transmission and/or distribution right-of-way

Additional Information: Possess excellent oral and written communication, presentation, and organizational skills with a strong proficiency working with Microsoft Office products (i.e., Word, Excel, PowerPoint, etc.) and right-of-way/land management (i.e., geoAMPS or other land management databases) or other equivalent databases and a background with project controls.

The individual filling this position will be required to travel within the AEP Transmission service territory; however, on rare occasions may be assigned to special projects and travel outside the transmission service territory. Must be able to work outside normal business hours to accommodate project schedules.

Must have a valid driver’s license issued by the appropriate State.

Trans Right of Way Agent Sr

Minimum Requirements: Associates’ degree in real estate, business, engineering, or related field. with four to six years of experience, OR, Bachelor's degree in real estate, business, engineering or related field with three years of experience. Experience in one or more of the following areas: business, management, real estate, law, electric transmission and/or distribution right-of-way.

Additional Information: This position requires proficiency in courthouse research to verify ownership of mortgages, prepare and/or check easement documents, deeds, options, releases, permits and tree clearing/trimming rights pertaining to right of way activities. Excellent verbal and written communication skills are required. Should possess excellent computer skills utilizing Microsoft Office products (Word, Excel, etc.) as well as have the ability to learn new applications.

The individual filling this position will be required to travel within the AEP Transmission service territory; however, on rare occasions may be assigned to special projects and travel outside the transmission service territory. Must be able to work outside normal business hours to accommodate project schedules.
