Bank of America Tech Project Solutions Manager - Consumer AML Technology in Charlotte, North Carolina

Job Description:

Position Summary

The Consumer AML Technology team is part of the Consumer, Small Business & Wealth Management Technology (CSWT) organization. The primary focus of the team is to drive end-to-end strategic Anti-Money Laundering / Bank Secrecy Act (AML/BSA), including Global Economic Sanctions, technology changes for Consumer, Small Business, AML Operations and some enterprise Lines of Business (LOBs). In addition, the team consults and provides support on regulatory risk and remediation initiatives. Business partners include AML Operations, Consumer LOB, Change Management, Corporate Audit, Global Financial Crimes Compliance, Operational Risk, Shared Services Operations, and numerous Technology teams.

Key Responsibilities:

  • Drives end-to-end strategic AML technology initiatives, including strategic planning, development, execution and alignment of AML/BSA multi-generational plans (MGPs)

  • Accountable for end-to-end technology delivery, change management and overall financials for initiatives/program according to enterprise change standards

  • Effectively hires, trains, coaches and manages employees/contractors to deliver the program with the best outcomes

  • Champion change, assess the effectiveness of changes, drive modifications/continuous improvements and/or counter measures to mitigate risks, as needed, for both waterfall, agile an hybrid projects.

  • Manages program financials, including securing funding, monitoring approved funding, forecasting, project set up/deliverables, unnamed demand, OCNI and other vendor contract and financial commitments.

  • Develops cross-functional partnership with service providers and business partners ensuring integration with appropriate governance routines to drive transparency, accountability and decision-making

  • Responsible for initiative management communications and status reporting

  • Oversees project issues, risk, watch items according to tight alignment to milestone commitment dates and with discipline and rigor to pass audit/regulator testing

  • Manage development, testing and subject matter expert engagement for business requirements and technology changes

  • Identify, escalate and resolve key issues that arise supporting technology changes timely

  • Develop and manage a robust change adoption plan, including employee readiness and comprehensive stakeholder analysis

  • Maintain current, detailed level knowledge of compliance, regulatory and risk routines supporting the AML/BSA functions

Critical Success Measures:

  • Ensure target business and technology outcomes are achieved (on-time, on-scope, on-budget)

  • Ensure technology change management processes are tightly followed

  • Gap/issue resolution and escalation processes exist and are followed

  • Communicates clearly to key stakeholders on project status and outcomes

Required Skills

  • Minimum 8-10 years program management and/or technology change management experience with a strong track record of managing multiple, interdependent and complex projects with strong change execution skills

  • Experience developing processes and controls across a variety of businesses with a risk and enterprise control framework perspective

  • Strong knowledge of Consumer, Small Business and Wealth channels, products and services

  • Thorough working knowledge of enterprise change standards, Changescape and related tools, i.e., PCM Web, PPRT, GPP, GRRP, OpPlan, SAFE, ALM, Nexus

  • Ability to prioritize work effectively to deliver under tight deadlines

  • Excellent business partnering experience/skills including the ability to interact, communicate, and influence with all levels of an organization, including Legal, Risk, Compliance, Operations, Audit and Technology

  • Must be comfortable working in a fast paced, dynamic environment with strong problem solving skills

  • Strong understanding of Bank of America’s Risk Framework

  • Proven experience with Agile technology development and Rally

  • Effective presentation skills including the ability to explain results of complex analysis at a level that resonates

  • Experience in defining and building processes with strong controls and oversight governance routines

  • Highly proficient in Microsoft Office applications (Word, Excel, PowerPoint, Project, and Visio)

Desired Skills

  • Six Sigma experience

  • Experience with managing projects requiring audit and regulatory approvals

  • Agile Project Management Experience

  • Working knowledge of data and systems of records

  • Certified Anti-Money Laundering Specialist Certification

  • PMP Certification

  • Experience with robotic process automation and/or artificial intelligence.

  • Diverse job background to ensure broad business understanding and ability to solve problems

Enterprise role description

Responsible for End to End Technology for medium to large sized programs and projects. Performs project management responsibilities relating to information technology implementations, upgrades conversion and recovery. Role has direct and matrixed execution responsibility across all technology organizations as well as LOB Portfolio/Program Manager on the business side for delivering the program/projects. Manages multiple projects or a single major project. Coordinates resources within and across projects and has matrix management responsibility. Engages early in the program and project life cycle to assist with developing technology strategy for the individual projects. Responsible for project technology estimates, plans, organizes, monitors and controls technology requirements and delivery for projects using appropriate tools and techniques to ensure efficient and effective project completion. Partners across Service Provider leaders to ensure delivery of technology solutions. Develop and socialize potential operational risk mitigation strategies for the technology elements. Effectively communicate with managers, peers, and business partners on deliverables, timelines and support needed. Establishes project tasks, timelines and budgets. Manages technology resources and budgets for the project. Partners with the program and project managers to develop and transition plans and technical designs, including ongoing success measures, to sustain the change. Typically requires 7-10 years of applicable experience.
