IT Transformation Analyst, Senior

Key Role:

Provide clients with analytic and program management support in Navy IT transformation strategy, policy, governance, and resourcing to enhance Human Resource (HR) management and ensure alignment with DoD strategic objectives. Provide analytic support to assist with IT portfolio management, investments, and business cases for IM or IT infrastructure transformation initiatives. Assist with the development of key briefings, point papers, talking points, and presentations for senior Navy leaders to inform critical decisions on Navy IT transformation strategy, policy, and investments, including software, personnel systems, network management, system administration, Cybersecurity, information assurance, and data standardization. Assist with tracking and assessing impacts and risks of program or system changes on resource plans, requirements, and issues throughout the Planning, Programming, Budgeting, and Execution (PPBE) cycle.

Basic Qualifications:

-10 years of experience in a professional work environment

-Experience with IT policy, governance, strategy, investments, or system requirements

-Experience with Microsoft Office Suite, including Excel, PowerPoint, and Word

-Knowledge of key Navy programs and systems both in service and under development

-Ability to develop and brief data summaries to support decision-making

-Ability to contribute in a team-oriented environment

-Ability to work independently, collaboratively, creatively, and analytically in a problem-solving environment

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with key national security and Navy strategic and policy documents

-Experience with Navy or Service staff as military, civilian, or contractor, including Joint Staff, OPNAV, and Navy SYSCOMs

-Experience with financial management, including cost estimating, budgeting, and execution

-Knowledge of the PPBE process
