A DoD client is seeking a practitioner with Navy Personnel systems experience. This applicant must have an active Secret clearance and must be local to the Washington, DC area.
Work you ll do
As a Project Delivery Sr. Analyst in the Human Capital group you will:
Support Implementation and Operations Management best practices
Lead and support tasks on engagements related but not limited to HR Service Delivery, Learning & Development, Communications, Change Management, and Compensation and Reward programs
Create and/or support project deliverables
Perform analysis and diagnose client issueswhile demonstrating an understanding of the client environment and overall project scope
Prepare personnel accounting and strength management reports.
Prepare and reviews personnel casualty documents; monitors appointment of line of duty, survivor assistance, and summary court officers.
Process line of duty investigations. Prepare letters of sympathy to next of kin. Prepares and processes recommendations for awards and decorations and arranges for awards ceremony.
Prepare, update, and coordinate requests for evaluations, to include responding to evaluation inquiries.
Prepare and monitor requests for promotions and arranges for promotion ceremony, to include promotion declinations, reconsideration for promotions, and arrange for reduction and removal boards for Sailors on local promotion standing lists. Process promotions and reduction actions. Prepare and monitor requests for reductions, transfers, and discharges.
Prepare and monitor leaves and passes, line of duty determination, and information management, orders for temporary duty and travel, personnel processing, training and reassignment, military and special pay programs, personnel accounting and strength management, transition processing, training Soldier support file, and agency administration.
Evaluate personnel qualifications for special assignment. Prepare and process requests for transfer or reassignment. Prepare orders and request for orders.
Prepare and maintain officer and enlisted personnel records. Transfer records. Process personnel for separation and retirement. Process bars to reenlistment, suspension of favorable personnel actions.
Prepare correspondence and forms in draft and final copy. Advise on personnel readiness and strength levels of supported reporting agency.
Review consolidated reports, statistics, and applications

Completed Bachelor's degree
Active Secret clearance
Experience with Navy Personnel systems
Able to commute to the client site in northern Virginia daily
Typically has 3 or more years of consulting and/or industry experience
Ability to work independently, under general guidance
Ability to lead project deliverables through to completion
Experience working in a team environment
Professional oral and written communication skills
Relevant software or application skills to complete job successfully
Problem solving and troubleshooting skills with the ability to exercise mature judgmentApplicants should also possess a strong understanding of relevant Secretary of the Navy (SECNAV) and Operational Navy (OPNAV) military personnel policy instructions, to include Assistant Secretary of the Navy Manpower and Reserve Affairs (ASN M&RA), the Bureau of Naval Medicine (BUMED), the Naval Military Personnel Manual (MILPERSMAN), Navy Enlisted Manpower and Personnel Classifications and Occupational Standards (NEOCS), and Navy Officer Manpower and Personnel Classifications (NOOCS).
