Utilities Program Engineer/Analyst

Key Role:

Provide utilities program management subject matter expertise to Station Facilities Department and utilities division manager by supporting program management and analysis of the Utilities Division program operations. Develop, implement, and maintain required program and project management procedures and support the integration of Utilities Division programs into the Facilities Department Master Plan. Plan, design, and support Utilities Division projects, including construction, maintenance, and alteration of structures and facilities, such as roads, airfields, bridges, harbors, pipelines, tunnels, power plants, water and sewerage systems, waste disposal units, HVAC systems, and similar facilities. Work out proposals, evaluate progress and results, and recommend major changes in procedures or objectives. Apply knowledge of program and project management to utilities infrastructure engineering projects. Review progress, evaluate results, lead or direct projects, and assist with the review and evaluation of program and project performance. Act in a liaison capacity with other departments, divisions, and organizations, evaluate progress and results, provide recommendations to changes in procedures based on analysis to the utilities division manager. This position is located in Iwakuni, Japan.

Basic Qualifications:

-5+ years of experience with managing projects in either facilities, infrastructure, or utilities

-Experience with DoD agencies facilities management

-Experience with Microsoft Office, including Word, Excel, Project, and PowerPoint

-Experience with ArcGIS 3D, sketchup, or other similar programs, AutoCAD, or Adobe Creative Suite, including Illustrator, InDesign, and Photoshop

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with developing executive–level correspondence and managing programs involving executive–level participants

-Experience with Marine Corps or Navy Facilities Department operations

-Experience with the Pacific area of responsibility

-Knowledge of project and program management principles as they apply to utilities, facility construction, and infrastructure support projects

-Knowledge of Marine Corps Installations mission, organization, functions, and operations

-Ability to develop project status reports and business correspondence, including memos, letters, e–mail, spreadsheets, slides, and various presentations, when needed

-Ability to multi–task and handle several projects simultaneously

-Possession of excellent oral and written communication skills

-Possession of excellent client service skills due to daily interaction with various levels of rank, authority, and positions for military and civilians

-Professional Engineer (PE) Certification
