This position reports to the Chief Procurement Officer, VP Procurement & Real Estate. The head of Procurement Strategy and Operations supports all Procurement functions and primary responsibilities include: leading our multi-year procurement transformation initiative which includes Business Process Outsourcing (BPO), Category and Strategic Sourcing Planning, Processes and Tools, Training and Communication; Procure-to-Pay, Enterprise Third Party Risk Management (ETPRM) Systems Strategy; Procurement Analytics and Reporting; Print Management and Mergers & Acquisitions/Joint Venture activities. The procurement transformation initiative is charged with changing the culture and perceptions of the organization from a back office service organization to a strategic partner driving innovation and value to our clients by focusing on our five stated attributes of strategy, client focus, lead/facilitate, provide technical expertise and build constructive business relationships.

Fundamental Components:

· Lead a team of > 100 resources comprised of 25 Aetna employees and 80+ resources as part of our outsourced arrangements · Lead transformation efforts for the entire organization to reach ‘best-in-class status, increase procurement early engagement and significantly increase our value by driving a culture of strategic partnership, business focus and collaboration. · Drive our enterprise procurement strategy. Coordinate category strategy development with business leads, communicate and promote plan and approach to senior executives. · Responsible for the outsourced sourcing relationship which handles contracting and negotiation, system strategy and support, requisition and PO generation and sourcing innovation and category strategy development. Convert and leverage these vendor relationships from being tactical suppliers to being a strategic business partner to provide added value to our business partners.· Manage and enhance the value of other Procurement programs including our Managed Service Provider (MSP) responsible for placement and management of Contingent Labor · Prepare and present Executive Management Reporting to CFO and Executive Committee and other key business stakeholders to inform of initiatives, status and accomplishments. Influence business leaders to embrace the value of the procurement partnership to ensure early engagement in strategy and planning of all Procurement & Real Estate related activities.· Prepare and communicate Executive Briefings for Executive Committee level supplier meetings. Develop and support Business-to-Business (B2B) strategies to maximize the value of our relationships.· Responsible for Procurement processes, tools, communications, market intelligence and associated training. · Manage the existing Print Management Program and develop and implement an enterprise wide which provides commercial print, marketing materials, and member communications in support of the Aetna businesses and in compliance with regulatory requirements. Background/Experience Required : · Over 15 years experience managing Procurement and other related Corporate Services functions· Over 10 years leadership/management experience with large insurance or financial services firms Demonstrated leadership experience with large scale initiatives in a Project Management Office environment· Demonstrated relationship management skills at the executive level; ability to quickly build and maintain credible relationships at varying levels of the organization. · Third Party/Strategic Partner management experienceEDUCATION

Bachelor's degree or equivalent experience, advanced degree a plus


Procurement/Certified Purchasing Manager is a plus
